The Mayor’s transport strategy is implemented by Transport for London (TfL). The Mayor has ultimate responsibility for the provision of transport services in Greater London, though, as with the Metropolitan Police, operational responsibility for Transport for London lies with the Commissioner and Board. The Mayor chairs the Board of TfL, and appoints the other members. TfL manages London’s buses, the London Underground, the Docklands Light Railway, London Overground and London Trams. It also runs London River Services, Victoria Coach Station and the London Transport Museum. Besides these obvious duties, TfL also manages, among other things, the Congestion Charge scheme and the Barclays Cycle Hire. The Government’s 2010 Comprehensive Spending Review protected long-term investment in London’s transport infrastructure, allowing for the continuation of major upgrades and expansion across the network, including London Underground’s largest improvement programme for 70 years, and the construction of Crossrail.
